The Role of Chief Ministers
Appointment and Tenure: The Chief Minister (CM) is the head of the government in each state. The appointment of the CM is a crucial democratic process. The CM is usually the leader of the majority party in the State Legislative Assembly. Following the legislative elections, the Governor invites the majority party leader to form the government. Once appointed, the CM serves a five-year term, co-terminus with the assembly unless dissolved sooner.

Typically, Governors are appointed for a term of five years but can be removed earlier by the President. Unlike the CM, the Governor is not elected but selected based on the discretion of the central government, often considering experience, administrative capability, and political affiliations.
Powers and Responsibilities: The Governor’s role is multifaceted, encompassing both ceremonial duties and significant constitutional functions:
Ceremonial Duties: The Governor presides over the oath-taking ceremonies of the Chief Minister and other ministers, and inaugurates sessions of the state legislature.
Legislative Functions: The Governor has the power to summon and prorogue the state legislature and can dissolve the legislative assembly on the advice of the Chief Minister.
Executive Powers: The Governor appoints the Chief Minister and, on the CM’s advice, appoints other members of the Council of Ministers. Additionally, the Governor ensures that the state administration is carried out as per the Constitution.
Discretionary Powers: In situations where no party has a clear majority, the Governor has the discretion to invite the leader of the largest party or coalition to form the government. The Governor can also reserve certain bills for the President’s consideration and has the authority to impose President’s Rule in the state under Article 356 of the Constitution.
Challenges Faced: Governors often navigate complex political landscapes, especially in states with coalition governments or political instability. They must maintain impartiality and uphold the Constitution while managing their relationship with the state and central governments.
